一、方案簡介
為配合政府「前瞻基礎建設」及「產業創新領域」等政策推動,回應臺灣產學研各界對前瞻科研領域人才需求及海外人才歸國期待,科技部推動本方案,號召臺灣赴海外留學人才返國,將其國際新知帶回國內並與產學研各界進行交流擴散。期望協助海外高階人才回流,亦激勵產業創新及科研發展。 本方案為協助安置返國學人,鼓勵返國學人於方案期間與各界建立連結,將規劃辦理各式交流活動,並提供返國學人交流補助金、科學園區宿舍租用優惠及子女就學協助等配套措施。
二、徵件期程
本方案第一梯次徵件已於106年8月辦理完成,第二梯次徵件時程如下。

三、申請人資格:
  • 持有中華民國國籍。
  • 年齡在45歲以下(1972年9月1日以後出生者)。
  • 最後一份專職全時有薪工作不在台灣。
  • 學經歷資格(二擇一):
    1. (1) 具教育部「外國大學參考名冊」所列院校之國外大學博士學位:以十大產業創新相關領域者優先(亞洲.矽谷、綠能科技、生醫產業、智慧機械、國防航太、新農業、循環經濟、數位國家創新經濟、文化科技、晶片設計與半導體產業。)
    2. (2) 具教育部「外國大學參考名冊」所列院校之國外大學碩士學位:須具備人工智慧相關軟體研發之海外實務經驗,且符合下列條件之一。
      1. A.5年以上海外工作資歷。
      2. B.擁有相關研發技術能力及具體成果。
      3. C.曾擔任海外相關知名或新創企業中高階主管者。
四、申請方式
  • 申請人請至計畫網站線上申請,網址:https://lift.stpi.narl.org.tw/resume
  • 請依線上申請登錄格式項目,詳實完整填寫並上傳下列文件:
    1. (1)國外學歷證明或指導教授證明文件
    2. (2)推薦函(至少2封)
    3. (3)返國服務申請書,內容如下
      1. A.個人近五年內參與研究或工作之經驗及成果
      2. B.所具備專長對臺灣科技發展之必要性及可能貢獻
      3. C.返國服務規劃(含專業交流活動規劃)
      4. D.返臺交流期間之常駐人才交流基地(本計畫保留調整變更駐在基地之權利),希望聯繫或互動合作之對象範疇(產業/法人/學校)及領域
    4. (4)近5年出入境證明
  • 申請截止日後,申請人無法修改已送出的報名資料。
  • 申請文件不全、不符合規定或逾期申請者,不予受理。
五、甄選方式:
  • 本期程方案至107年8月31日止,預計以甄選100名學人為原則,若符合資格條件之申請者未達100名,亦可不足額錄取。本方案執行期間,若遇多位返國學人短期「畢業出場」,科技部可視經費結餘情形,另開招募名額,不受員額限制。
  • 學人徵選採初審與複審二階段辦理。初審為書面資格審查。複審為召集相關領域產學界專家進行書面及會議實質審查,並視需要透過電話或視訊訪談。
六、補助方式及安置配套:
  • 返國學人於交流期間參加本方案所辦理或同意之交流活動,本方案每日將補助新臺幣6,250元(註),每月給付20日為上限,補助期間至107年8月31日止,不另支付其他費用。
  • 本方案於三個科學園區設立「人才交流基地站」,辦理學人相關管理與協助事宜,並統合返國學人之專長與返國服務規劃,辦理專業交流活動。
  • 專業交流活動依功能區分為三類型:
    1. (1) 發現創新臺灣:讓返國學人透過參訪及與產官學研人士交流,了解臺灣科技與產業發展現狀,進而發掘機會。
    2. (2) 國際新知擴散:讓返國學人透過演講、座談、諮詢顧問或發表,擴散其知識技術。
    3. (3) 學人交流激盪:辦理各式交流活動促使返國學人間形成互助網絡,並激發新的合作可能。另視需求安排客製化活動,例如推薦返國學人至企業或學研機構進行演講或短期合作,或應返國學人需求辦理參訪行程等。
  • 返國學人返臺後可依相關規定向科學工業園區自費租用有眷宿舍或單身宿舍,並獲租金優惠。
  • 返國學人子女可依「科學工業園區高級中等以下學校雙語部或雙語學校學生入學辦法」申請入學科學園區實驗中學雙語部,或依「高級中等學校多元入學招生辦法」以及該年度就近入學區之高級中等學校免試入學簡章,申請入學各高中。申請入學國中、國小、幼兒園,則依各縣市政府相關規定辦理。
七、權利義務:
  • 返國學人需於公告獲選名單後,依規定時間內簽定橋接計畫同意書並至核定之人才交流站基地站報到,未按時完成簽約報到者,視同放棄本方案所有權利。
  • 返國交流期間,返國學人應每月至少參加8場次本方案所辦理或同意之交流活動,未參與者需依相關程序請假並不得支領當日活動費用。
  • 返國學人若於在臺交流期間獲產學研界以專職全時之有給職工作延聘,應通報主辦單位,並終止本方案所有權利。
  • 返國學人在臺交流期間,若有違反我國法令、獲得專職全時之有給職工作,或其他不配合之情事,將保留解約權利,並自解約日起停止申請人獲得交流補助經費之權利。

註:每日補助新臺幣6,250元為稅前金額,主辦單位得依我國所得稅及全民健康保險法等相關法令規定,就源扣取並代行繳納所得稅及二代健保補充保險費等相關費用。

I. Program Introduction
In correspondence to the government’s promotion of the “Forward-Looking Infrastructure Plan” and “Innovative Industries Initiative”, and in order to satisfy demands from Taiwan’s industries and academia for forward-looking science and technology talents, and also, to fulfill expectations of talent deployed abroad to come home, the Ministry of Science and Technology (MOST) has introduced the Leaders in Future Trend (LIFT) program in hope that Taiwanese talents who have studied abroad may be able return and bring home with them the new leading international know-hows they have acquired. It is hoped that upon returning to Taiwan, these elites will interact and exchange their knowledge with domestic industries and academia, and further inspire innovation in industries and push forward scientific research and development. The LIFT program aims to assist returning elites in settling down in Taiwan and to encourage their connection with various sectors during their participation in the program; to do so, LIFT has also established supporting measures which include organizing diverse interacting activities, providing grants for interaction, providing housing within Science Parks with preferential rent, and assisting with participant’s children’s education.

III. Illegibility
  • Registrants must be of Republic of China nationality.
  • Registrants must be 45 years-of-age or under (birth date after September 1st, 1972).
  • Registrants’ latest full-time paid job must not be in Taiwan.
  • Academic or Experience Requirements (alternative):
    1. (1) Registrants must have obtained Doctoral degrees from foreign universities enlisted on the MOEA “Foreign University Reference List”: preferably in the top-ten innovative-industries related fields (Asia Silicon Valley, green technology, biomedical industry, smart machinery, national defense and aerospace technology, new agricultural industry, circular economy, innovation in national digital economy, cultural technology, and chip design and semiconductor industries)
    2. (2) Registrants must have obtained Master degrees from foreign universities enlisted on the MOEA “Foreign University Reference List”: overseas practical experience in AI related software R&D required, and must also meet one of the following conditions:
      1. A. 5 plus-years overseas working experience.
      2. B. research ability in related R&D technology and substantial achievements.
      3. C. worked as mid/high level management in overseas well-known or start-up companies.
IV. Registration Method
  • Registrants may register on the LIFT website: https://lift.stpi.narl.org.tw/resume
  • Please sign in the online registration system, fill-out and upload truthfully the following documents:
    1. (1) Diplomas of foreign universities or proof of document from research advisors.
    2. (2)Recommendation Letters (at least 2)
    3. (3) Domestic Service Application Form, contents as follows:
      1. A. research or work achievements within five years
      2. B. possible contributions your field of expertise may have for Taiwan’s technology development
      3. C. service plans upon returning to Taiwan (including professional exchange and interaction plans)
      4. D. exchange base for your stay during the exchange period in Taiwan (the Program maintains the right to adjust exchange base venue); and the desired scope (industry, corporations, or universities) and field for exchange and cooperation
    4. (4) proof of entry and exit over the past five years
  • Upon registration deadline, registrants may not modify registration information.
  • Registrations found to be incomplete, not in compliance to regulations, or late, shall not be accepted.
V. Selection Process
  • The Program for this batch of participants will be carried through August 31, 2018. In principle, approximately 100 qualified participants will be chosen out of all registrants; if there should be less than 100 qualified registrants, the quota may be left unfilled. During the period of the program, if the number of participants that “graduate” from the program reach a certain volume, the MOST may open up positions for more recruits, depending on its then financial status. These additional recruits are not limited within the original quota.
  • The selection process is divided into two stages. The first stage is paper review. The second stage involves both paper review and meetings held by experts in industries and academia of related fields. Telephone or video interviews may be conducted if deemed necessary.
VI. Subsidies and Supporting Measures
  • During the exchange program period, the Program shall provide a subsidy of NT$6250 per day, at a maximum of 20 days per month, for participants to attend exchange activities approved of or held by the Program. The subsidizing period should be carried through August 31, 2018. No other expenses shall be paid forth.
  • The Program will establish three “Talent Exchange Base” in three Science Parks to handle all management and assistance affair. It will also take into consideration all participants’ expertise and map out suitable services in holding professional exchange activities.
  • Professional exchange activities may be divided into three categories depending on their functions:
    1. (1) Discovering a new Taiwan: allow participants to visit industries and the academia and exchange with the experts there to further understand current development situation in Taiwan’s technology and industries, and thus further discover opportunities.
    2. (2) Spread international new know-how: set up seminars or conferences for returning talents to deliver speeches, participate in discussions, provide consultation and advices so as to spread their knowledge and technology.
    3. (3) Interaction between participants: organize various exchange activities for participants to interact and create a mutual assistance network amongst themselves in hope for inspiring new cooperation possibilities. Also, depending on demand, set up customized events such as referring participants to deliver speeches at or engage in short-term cooperation with businesses or academic institutes, or to allow participants conduct visits as deemed necessary.
  • Returning participants may, according to relevant regulations, apply to Science Parks for single or family dormitory with preferential rent treatment.
  • Participants’ children may apply for Science Park Bilingual Middle School Programs according to “Regulations Regarding Admission to Science Park’s Bilingual Departments or Programs within the Elementary and Middle Schools” or apply for admission into high schools in their residential district exempt from admission examination according to “Multiple Admission Regulations for Processing Students into Senior High Schools”. For junior high schools, elementary schools, kindergarten or preschools, enrollment shall be made according to respective city/county regulations.
VII. Rights and Obligations
  • Once the qualification announcement has been made, participants must sign the Program Contract and report to the approved Talent Exchange Base within stipulated schedule. Participants who do not sign the Contract or do not report to the Base within set date shall be regarded as having waived his/her rights to the Program.
  • During the exchange period, participants must at least attend eight exchange activities approved of or held by the Program per month, those who desire to take a day off shall request for a leave according to relevant procedures, and shall not be entitled to the subsidy of the day.
  • Participants, who during the exchange period are offered full-time paid employment positions with the industries or academia, shall inform the Program organizers and terminate all rights to the Program.
  • Participants, who during the exchange period are found to violate the ROC law, accept full-time paid employment position, or are incompliant in any way, shall be broken off from the Program Contract, and all rights to exchange subsidy funds shall be terminated as of that day.
VIII. Others
  • The above regulations may be amended and publicly announced anytime the Program deems necessary.

Note: the abovementioned subsidy of NT$6250 per day is the amount before taxes. The organizers, according to regulations such as the Income Tax Act and the National Health Insurance Act, may deduct related fees such as income taxes and second generation NHI supplementary premiums from that said amount.
